All who enter are lost forever…
At first I thought that was a game based on Tokyo Undergound, but it just riffs off the collective paranoia that Tokyo must be built on top of some ancient labyrinth containing magnificent future-past magictech holding back the grimdark!
Of course the government does nothing to dispel this…
